<p><Br>If there is one tourist destination in <strong>Ilocos-Pangasinan Region</strong> that you should not miss, it is the Hundred Islands National Park and its home, Alaminos City in Pangasinan, Philippines.<br /><Br></p>
<p>This park is a cluster of islands and islets scattered in the Lingayen Gulf. It is made up of 123 islands (124 islands on low tide)covering a total area of 18.44 square kilometres (4,557 acres) and. These islands look like emeralds scattered across the blue clear waters of Lingayen Gulf. <br /><Br></p>
<p>There are only 3 islands which were developed for tourists. These are the Governor Island, Quezon Island and Children’s Island. These are equipped with tourist facilities such as tables, sheds, stores, camping sites, and other tourist amenities.<br /><Br></p>
<p>To visit these islands you can take a motorized boat ride from the Lucap Wharf (Hundred Islands National Park mainland). Governor&#8217;s Island is a 20 minute boat ride, Children&#8217;s Island is a 25 minute ride and the Quezon Island is a 30 minute ride.  <br /><Br></p>
<p>While in the hundred islands park you can engage yourself in island hopping and boating, beach bumming and camping. You can also trek the peak of the cliff in Governor’s Islands to witness the panoramic view of the park. Moreover, you can go into diving or snorkeling to see the giant clams, coral areas and variety of tropical fishes. Each island provides a unique beauty and experience. <br /><Br></p>
<p>Hundred Islands National Park is very accessible. Public transportation services are available from Baguio City, Dagupan City and Metro Manila.  Moreover, places to stay should not be a problem.  The 3 islands developed for tourists have cottages for indoor stay. The rates are quite affordable especially for group tour packages. <br /><Br>If you are a nature lover, the Hundred Islands National Park is a must place to explore in <strong>Ilocos</strong>. <p><Br><strong>San Fernando City, La Union </strong>(7 September) &#8212; Around ten outstanding partners in preventing crimes in the region were awarded by the National Crime Prevention Week (NCPW) ? Region 1 Technical Working Group (R1TWG) headed by the National Police Commission (Napolcom) this morning during the culminating program of the 16th NCPW celebration held at the Police Regional Office I, this city.<br /><Br></p>
<p>Outstanding crime prevention movers that were recognized include the media, public sector and community partners.<br /><Br></p>
<p>From the media sector, Anchorman Daniel Arzabal of Bombo Radyo La Union (broadcast media); Correspondent-Journalist Gualberto Elias, Jr. of the Philippine Star (print media); and Vicente Alhambra, Jr. of GMA-7 (TV) were given certificates of commendation in recognition for their active and incessant support to the PNP?s programs and plans on crime prevention and suppression advocacies using the tri-media.<br /><Br></p>
<p>Four groups from the public sector were also awarded for their dynamic accomplishments in terms of preventing crimes in their field of work and area of responsibilities.<br /><Br></p>
<p>For Barangay Catbangen of the City of San Fernando, commendation was given to Barangay Chairman Ferdinand Cheng Versoza and four of his Tanods namely Jeffrey Apilado, Reynaldo Padilla, Marcelino Pulido and Marlon Agustin in recognition of their dedication and commitment to public safety that led to the arrest of robbery suspects Mark Joseph Canal and Rustom Padilla inside the Maceda Hall of the La Union National High School, this city on July 18, this year and ultimately confiscation from their possession the amount of P112,065.50 and other stolen valuables.<br /><Br></p>
<p>In recognition also of the active and courageous participation in the rescue, relief and rehabilitation efforts and operations of their facility for the safety and security of 70 inmates that prevent their possible escape whom they manifested during and after the onslaught of typhoon &#8220;Pepeng&#8221;, the Bauang La Union District Jail Personnel namely J/SInsp Thelma Andres, J/Insp. Luis Dulagan, SJ04 Francisco Coloma, SJ01 Bertido Porte, JO2 Rodrigo Campos, JO2 Fisher Realin, JO1 Harry Mallari and JO1 Anamae Gapasin were commended.<br /><Br></p>
<p>The continuous and relentless demonstration of an active and aggressive anti-drug negation operations in the region by the joint efforts of the Philippine Drug Enforcement Agency ? Regional Office I headed by Col. Roberto Opeña and the La Union Special Enforcement Team of the Police Provincial Office of La Union headed by PS/Supt. Ramon Purugganan had convinced the NCPW-R1TWG to give commendation to them.<br /><Br></p>
<p>Their joint efforts had led to the ultimate reduction of supply of illegal drugs, particularly shabu, and the uprootment of thousands of marijuana plants and seedlings and the confiscation of marijuana seeds and the arrest of 397 drug personalities, which warranted the neutralization of some drug personalities operating in the area and nearby Aurora province in Region 3.<br /><Br></p>
<p>Dynamic community partner Mayor Daisy Sayangda-Olivar was also commended for her strong and dedicated leadership that led to the total eradication of the existence and proliferation of marijuana plantations and its cultivation in her area of responsibility and instilling drastic developmental reforms to make her town the &#8220;Fruits and Vegetables Bowl of La Union&#8221;.<br /><Br></p>
<p>Barangay Tanod Edward S. Gallego of San Martin, Bacnotan, La Union was also recognized for his great participation in the PNP?s campaign against loose firearms during the conduct of the May 10, 2010 national and local elections that resulted to the apprehension of Allan Joe A. Vanoza of Poblacion, Bacnotan, La Union and the confiscation of one caliber.22 revolver and the subsequent filing of separate cases in court for violating COMELEC Resolution No. 8714 (Gun Ban) and RA 8294 (Illegal Possession of Firearms and Ammunition).<br /><Br></p>
<p>As Civilian Intelligence Agent of the Philippine National Police in their anti-illegal drug campaign, Gawili L. Asisto was given commendation in recognition to his contributory efforts in the uprootment and destruction of 33,000 fully grown marijuana plants and 2,000 marijuana seedlings at Sitios Saet, Sapdaan, Bay-o and Kil-ingan, all of barangay Sasaba, Santol, La Union.<br /><Br></p>
<p>The awarding was conceptualized by the R1TWG to give credits to the multi-faceted accomplishments of various individuals in our quest for crime-free region.<br /><Br></p>
<p>The following criteria set by the R1TWG for the local government unit/local government executive category include crime prevention initiatives (20%), socio-economic programs (15%), leadership (20%), networking/linkages (15%), community involvement (20%) and documentation (10%) for a total of 100 percent.<br /><Br></p>
<p>For the civilian/community partners, indicators that were looked into include the community involvement (10%), volunteerism (30%), gallantry (20%), credibility (30%) and documentation (10%) for a total of 100 percent.<br /><Br></p>
<p>&#8220;Active community participation, as manifested by our partners in building the blocks of development, is important in curbing crimes because without peace and order, there will be no national development,&#8221; Napolcom Director Josephmar B. Gil said.<br /><Br></p>
<p>Gil further disclosed that the relentless efforts of the awardees are clear manifestations of our strong partnership and dedication in a common notable endeavor of fighting crimes. (PIA Region 1/La Union)</p>

<p><Br><strong>Baguio City</strong> (5 September) &#8212; With the report of Tourism Secretary Alberto Lim that the effect of the hostage crisis in the tourism industry could last up to three months, the local tourism department is preparing for marketing strategies to be done.<br /><Br></p>
<p>According to DOT Cordillera Regional Director Purificacion Molintas, the Baguio Tourism Council and the other tourism stakeholders in the city are doing their best in the promotion of Baguio City. The latest offering is the 7th Hotel, Restaurant and Tourism Weekend by the Hotel and Restaurant Association of Baguio slated from September 2-4.<br /><Br></p>
<p>Congressman Bernardo Vergara praised the tourism partners saying the city is very lucky to have active tourism stakeholders that still continue with events such as the HRT Weekend for the promotion of Baguio.<br /><Br></p>
<p>The HRT weekend which featured the largest pasta bowl at the SM City Atrium on Friday drew thousands of tourists in Baguio, Vergara said. This certainly uplifts the tourism industry of the city, he added.<br /><Br></p>
<p>In 2004, HRAB highlighted the Baguio Country Club&#8217;s famous raisin bread and produced the &#8220;Longest Raisin Bread&#8221; measuring 1.2 kilometers, 2005, the blocks of ice were carved into perfection dubbed as &#8220;The Ice Castles&#8221;.<br /><Br></p>
<p>In 2006, a 4.5-kilometer long &#8220;Longest Baguio Original Longanisa&#8221; was paraded along Session Road and in 2007, the &#8220;Largest Wedding Cake&#8221; was baked.<br /><Br></p>
<p>Last year, the &#8221; Baguio&#8217;s Largest Pizza&#8221; measuring 22 feet in diameter highlighted the HRT weekend.<br /><Br></p>
<p>Meanwhile the Department of Tourism is constantly checking on region&#8217;s hotels and other tourism establishments for any reports on reservation cancelations. (PIA)</p>

<p><Br><strong>La Union, Ilocos Philippines</strong>- The much anticipated annual <strong>La Union Philippines Surfing Break </strong>is scheduled on October 29-31, 2010. On its 5th year, the said event will be conducted in the surfing site Urbiztondo San Juan La Union.<br /><Br></p>
<p>The La Union Surfing Break was conceptualized and launched in 2006 to educate and expose surfing to the general public through proper teaching methods. The schedule is during school semestral break to target students from Metro Manila, Baguio City and nothern Luzon.  San Juan La Union which is known as the surfing capital of the Ilocos Region is an ideal alternative surf site in the Philippines. More than its accessibilty especially for those coming from Manila and the southern part of the country, San Juan is endowed with the qualities of a good surfing destination. In this forthcoming La Union Surfing break, this is the surfing transition time in San Juan from the 1st to the 2nd second season when waves are bigger and more consistent. <br /><Br></p>
<p>It is expected to be a fun filled annual event. Although it is intended for surfing enthusiasts, the event also caters to non avid surfers. Organizers of the the previous La Union Surfing Break carried out fun filled activities for surfers and non surfers to include bike competionn, photography contest, surfing clinics, surf board design competition, amazing race, castle building, fire dancing clinics and all day beach voleyball and frisvee games. The same core of activities is expected to be carried out in the forthcoming event. <br /><Br></p>
<p>The holding of the La Union surfing Break in the past three years was a huge success. It has been gaining a marked increase in the number of followers and participants.  <br /><Br></p>
<p>The 5th La Union Surfing break is again expected to turn the beach cove of Urbiztondo, San Juan, La Union into the likes of one hot summer Boracay getaway.</p>

<p>The Project Management Staff of Bagnos Multi-purpose Cooperative in the town of Banna, Ilocos Norte is brewing a very famous beverage, and its aroma hints a lucrative enterprise.<br /><Br></p>
<p>The B.A.G.N.O.S (Bassit a Ganansia Naurnong Omado Sanikua) MPC was organized on October 28, 2000 and registered with the Cooperative Development Authority on December 21, 2000. Starting from a very small membership of 12 and measly capital of P4,457, Bagnos MPC has served as an agent of change in the locality where poverty was a common spectacle. Now, it has 355 members from barangays Binacag and other barangays of Banna, Nueva Era and Laoag City.<br /><Br></p>
<p>Originally just a credit facility and a consumer store for its members, it has expanded its services to palay trading, goat raising and hog fattening; and on January 22, 2008, the Bagnos MPC set out for yet another major undertaking- Rice Coffee Production. Just goes to prove that the right blend of strong teamwork, dedication, vision, quality &#038; competitiveness and the right help can lead to success.<br /><Br></p>
<p>The Department of Labor &#038; Employment (DOLE) Region 1, under Director Henry John Jalbuena, through its Poverty-Free Zone Program granted the cooperative the amount of PhP895,500.00 for the purchase of equipment and materials for rice coffee production. Since then, what used to be just a homegrown tradition of rice coffee preparation among Ilocanos, has become a main enterprise in the community that is now generating employment and income for locals and a tourist attraction.<br /><Br></p>
<p><strong>The Product</strong><br /><Br></p>
<p>Banna Blend is a very competitive product for its truly exotic, natural and nutritive value, all in a cheap price! It is made of all natural raw materials. It has no preservatives and no caffeine, and considered a good remedy for gas pain, ulcer and liver problems. The rice consists of fiber, Vitamin B, protein and carbohydrate. The soya is known for its high protein content, vitamins, minerals, fibers and &#8220;isoflavones&#8221; which are useful in preventing osteoporosis and controlling menopausal disorders. It can also help prevent breast cancer, and may prevent or slow prostate cancer growth in men.<br /><Br></p>
<p>The association uses the principle of time and motion to avoid wastage of resources and to systematize workflow. The raw materials pass through a strict step-by-step process to ensure quality control.<br /><Br>Banna has 12,800 hectares agricultural land planted to rice with annual yield of 5.25 tons per hectare during the first cropping; 2nd cropping, 40%. Moreover, the cooperative is also engaged in palay trading, which ensures the availability of the raw material for the product. On the other hand, some barangays in the municipality like Sinamar, Tabtabagan and Binacag are producing 3 tons of soya beans per hectare, out of 50 hectares of land. Further, the project site is just a few kilometers away from the towns of Solsona and Dingras, the biggest producers of rice in the Province of Ilocos Norte.<br /><Br></p>
<p><strong>Promotions</strong><br /><Br></p>
<p>Due to the product&#8217;s competitive quality and comparatively cheaper price, big Trade Fairs such as the Agraryo Trade Fair at the SM Mega Mall (June 3-8, 2008), OTOP Summer Trade Fair at the Aurora Park, Laoag City (May 12-18, 2008), among others, have opened doors for wider markets. Consistent increase in the production of the product over the past 1 year and 2 months indicates a growing demand for it. <br /><Br>Various shops and stores in the LGUs of Banna, Nueva Era and Laoag City serve as stable local markets for the coffee products. With the strong support of the LGU of Banna in promoting the product, OFWs in Hawaii, Spain and London have been bringing abroad Banna&#8217;s Blend by volume.<br /><Br></p>
<p>The SB of Banna passed Resolution No. 2008-09 Adopting Rice Coffee as the OTOP of the LGU, and Designating the MPDO as the OTOP Coordinator (the product is a nominee for 2009 Outstanding OTOP MSME Award). Not only did the effort put more value in Banna&#8217;s Blend, it was helpful in promoting it as one of the municipality&#8217;s tourist attractions. True enough, with the constant efforts of the LGU of promoting tourism, the product was featured in ABS-CBN Studio 23&#8242;s magazine shows Tablescapes and TNT (Trip Na Trip).<br /><Br>Helping the association even further in establishing markets for its Rice Coffee, the LGU of Banna regularly buys the product, and gives it as gifts to guests during special occasions.<br /><Br></p>
<p>To penetrate even bigger Supermarkets and groceries, the association has applied with the BFAD for Bar Code. The application is now on process.<br /><Br></p>
<p><strong>Project Impact</strong><br /><Br></p>
<p>All 355 members of the association are benefitting from the project through dividends. Twenty four (24) members directly benefit from it as workers, while 27 derive income through commission from sales. Members&#8217; access to health services has been enhanced through membership in SSS and Philhealth.<br /><Br></p>
<p>Aside from the DOLE as the primary source of assistance, the LGU of Banna and other agencies such as the DTI and DAR are in collaborative efforts to provide comprehensive services to the association through promotional strategies and trainings.<br /><Br></p>
<p><strong>The Cooperative&#8217;s Assets</strong><br /><Br></p>
<p>As of writing time, the cooperative&#8217;s assets-including its building, equipment and other properties, working capital, capital build up, savings, receivables, etc.-have reached about PhP 4.8 million.<br /><Br>With Rice Coffee with Soya production as its new core business, the MPC is again building up its size and value. Only 1 year and 2 months since its actual operation in May 2008, the project&#8217;s accumulated gross sales amount to PhP257,594.00 during the first 6 months and PhP326,910.00 from January 2009 to December 2009.<br /><Br>In an interview, Ms. Amelia Bautista, the Project Manager, said, &#8220;Banna Blend is our triumph. Not only has it provided additional income for members and non-members of the cooperative, it has made coffee, a famous beverage, healthful and beneficial.&#8221; (PIA)</p>

<p><Br><strong>Dagupan City</strong> (01 September) – Imported meat is only sold in supermarkets and stores with cold storage facilities in Mangaldan town, the local executive clarified Wednesday in a media forum.<br /><Br></p>
<p>Mayor Herminio Romero said that the municipal government was prompted to act immediately on complaints that imported meat was flooding the public market. The municipal council in reaction passed a resolution last December regulating the sale of imported meat. No such meat is being sold at the public market now but supermarkets like Magic and CSI and meat shops with cold storage facilities are allowed to do so, he said.<br /><Br></p>
<p>Local meat vendors have complained of low sales because of the proliferation of imported meat. “Kaya nga tinitingnan naming maigi baka may mga smuggled pa,” he said during the Engkwentro forum of the Pangasinan Press Club Wednesday at the Jurassic Ark, noting that the town saw losses of some P2 million during the past eight months. “Buti nga naagapan namin,” he also said.<br /><Br></p>
<p>The town is operating a Class AA slaughterhouse which supplies meat to this city and nearby towns. The municipal government in coordination with the National Meat Inspection Service is strictly monitoring the operation of the abattoir to see to it that health and sanitation laws are complied with.<br /><Br></p>
<p>On other issues, Romero said that the town continues to attract investors. An investor from China has put up a paper tissue manufacturing plant in barangay Salay courtesy of the friendship between the investor and Vice-Mayor Bernardo Abalos who himself is a businessman, he disclosed. The needed equipment have already arrived. “Siguro mga October mag-start nang mag-operate,” he said.<br /><Br></p>
<p>On reports that giant mall developer SM is set to put up a mall in barangay Anolid, he said that indeed there were reports going around but there was no definite plant yet. “Hindi pa tiyak ang pagpasok ng SM, sana nga mapili nila ang Mangaldan,” he said noting other reports that SM was also considering Calasiao town because rival Robinsons was already putting up a mall there. <br /><Br></p>
<p>SM last year opened its Rosales branch.<br /><Br></p>
<p>Romero also said he was open to the idea being broached by Dagupan City Mayor Benjamin S. Lim of merging the city with another town to create a new highly urbanized city which can qualify to become a new legislative district. Lim has said that neighbor San Fabian town, given its resources and potentials, is an ideal partner for the proposed merger.<br /><Br></p>
<p>Mangaldan, a first class town, may have difficulty reaching its dream to become a city. To qualify for cityhood, a town must have a population of at least 100,000 and an income of P100 million exclusive of the internal revenue allotment. The town has a population now of about 90,000 and some P30 million in local income. (PIA Pangasinan)</p>

<p><Br><strong>Ilocos, Philippines</strong> &#8211; Batac recently lost its cityhood together with other 15 local government units (LGUs). With a 7-6-2 vote from justices, the Supreme Court of the Philippines reinstated its 2008 decision with finality declaring the cityhood laws converting 16 municipalities into cities as unconstitutional. The list includes Batac, Ilocos Norte.<br /><Br></p>
<p>This final court ruling reversed the decision penned by Associate Justice Presbitero Velasco Jr. on Dec. 21, 2009, which affirmed the validity of the conversion of the cities.<br /><Br></p>
<p>Republic Act 9009 which amended Section 450 of of the the Local Government Code raised the income requirement for cityhood from 20 million pesos to 100 million pesos.  Batac and the rest of the 15 local governments failed to meet this new income requirement. Their cityhood application however was based on the old income standard. Batac was qualified in 1998 and was converted into a component city of the province of Ilocos Norte in 2007 by virtue of Republic Act 9407. This law contains exemption provisions from the new income requirement.<br /><Br></p>
<p>With this Supreme court ruling, Batac would only qualify to field a total of 8 councilors.  Batac constituents elected 10 councilors last May election based on a ruling of the Commission on Elections.<br /><Br></p>
<p>The change in the status of Batac also means a corresponding change in its Internal Revenue Allotment (IRA) level. The IRA is a local government’s share of revenues from the national government. The allocation across the various local government units (provinces, cities, municipalities) is largely based on land area and population. With a town status, Batac is expected to receive a lower IRA level compared to the level of a city status. <br /><Br></p>
<p>The League of Cities of the Philippines (LCP) has been against the conversion of these cities because of their failure to meet the new minimum income requirement. </p>

<p><Br>Are you looking for a good place for your next surfing expedition? If you are, try San Juan La Union, the surfing capital of the Ilocos region. This surfing area is gaining popularity among surfing enthusiasts. Local and foreign surfers troop to <strong>Ilocos</strong> because of the unique surfing experience this place can offer .<br /><Br></p>
<p>San Juan is known for its consistent intermediary quality surf.  It has two unique seasons. One that spans from July to October and the other from November to March. The latter brings more consistent and bigger waves compared to the former period.  Surfing is ideal for beginners and advance riders.<br /><Br></p>
<p>The surfing  place is very accessible. You can travel by land. From Manila you can take a public transportation ride going to Ilocos.  Most of the bus rides available are air conditioned. Travel time is around 6 to 7 hours. Alternatively, you can book a flight from Manila to San Fernando City.  It takes only 50 minutes and another 20 minute ride from San Fernando City to San Juan, your main destination.  <br /><Br></p>
<p>Your place to stay is not a problem. In San Juan alone, there are many dotting beach resorts to choose from. If you prefer to stay near the urban area, you can stay in San Fernando City. Peace and order situation is not an issue. The province of La Union is relatively a peaceful place. Moreover, local residents are friendly and cordial to visitors in the place.<br /><Br></p>
<p>Here is one tip for surfers. If you would like to cool down after a scorching surfing adventure, you can make a quick trip to Baguio City which is the summer capital of the Philippines. <p><Br><strong>Dagupan City (27 August)</strong> &#8212; The Department of Labor and Employment has set up a 2-way feedback mechanism at the regional office and its six field offices to receive information or questions from the public so as to further facilitate or improve its service delivery services.<br /><Br></p>
<p>&#8220;The effort is aligned with the administration?s thrust of strengthening the process of consultation and feedback, in its bid to respond more effectively and quickly to its clients? concerns,&#8221; DOLE 1 Director Henry John Jalbuena explained.<br /><Br></p>
<p>Jalbuena said that the DOLE Regional Office and its field offices in the cities of Laoag, Vigan, San Fernando, Dagupan and Alaminos and Rosales town have set up &#8220;feedback boxes&#8221; where forms containing comments, suggestions and questions from clients will be dropped.<br /><Br></p>
<p>Broadly, the feedback mechanism involves: 1) receipt of the feedback from the client and 2) communicating the responses back to the client or the general public.<br /><Br></p>
<p>The Officer-of-the-Day requests all clients after transacting with the office to fill out a form and drop it in the box. The forms will be collected every fifteen days, summarized into reports and submitted to the DOLE Central Office for appropriate action.<br /><Br></p>
<p>&#8220;The public can be assured that all their concerns on labor and employment will reach Malacañang through the DOLE,&#8221; Jalbuena said, adding, that all concerns actionable at the regional or field level will be immediately acted upon.<br /><Br></p>
<p>Jalbuena added that aside from the feedback boxes, the regional website also provides a forum for public queries. According to him, the DOLE 1 has replied to at least 10 queries every month since the opening of the website.<br /><Br></p>
<p>DOLE 1 will also look into the possibility of using other mediums like SMS where questions or concerns are sent to a designated specialized number.<br /><Br></p>
<p>&#8220;Ultimately, these communication channels will enable the public to know more about DOLE services and how they can benefit from these by giving them easy access to all our offices,&#8221; Jalbuena said. (DOLE/PIA Pangasinan/dos)</p>
